Cannabis in San Diego: a visitor guide
Any adult 21 or older can buy cannabis in San Diego at a state-licensed retailer with valid photo identification, including an out-of-state licence or a foreign passport. No medical card is needed. The hard part is not buying — it is finding a lawful place to consume, and knowing that the border rule is absolute.
San Diego receives tens of millions of visitors a year, and a large share of the people buying cannabis here are not from here. Most guides written for residents skip the three things that actually matter to a traveller: identification, consumption, and the border.

Plan the consumption question before you buy
This is the advice most visitor guides leave out. Public consumption is prohibited across California, and San Diego separately prohibits smoking at city beaches and parks. Hotels set their own policies and most prohibit smoking indoors. Short-term rental hosts frequently prohibit it as well.
The practical consequence is that a visitor staying in a standard hotel often has nowhere in their own accommodation to consume what they have just legally purchased. The one venue that solves this is Sessions by the Bay in National City, the first licensed consumption lounge in San Diego County. Worth resolving before the purchase rather than after.
If your trip includes Tijuana
Keep the two halves of the trip completely separate. Anything bought in California stays in California. Crossing with cannabis in either direction is a federal offense, and for non-citizens it can result in a permanent finding of inadmissibility.
If you are stationed here rather than visiting
San Diego has one of the largest active-duty populations in the country, and the rules for service members are entirely different from the rules for everyone else. Being stationed in a legal state changes nothing. See cannabis and military service members.
