What the County of San Diego permits
The County of San Diego allows cannabis storefronts in the unincorporated area: five long-standing facilities hold county operating certificates, and a licensing program adopted in September 2026 allows up to 25 storefronts.
County rules let a licensed retailer sell from a storefront, by delivery only, or both.
Local rules let a storefront open only between 7 a.m. and 10 p.m.; the state allows 6 a.m. to 10 p.m.
New county licenses open first to social-equity applicants, from October 5, 2026, and to all other applicants from October 5, 2029.
County rules allow a consumption lounge only alongside a county-approved storefront.
