Point Loma is where San Diego cannabis law meets federal land. City rules prohibit public consumption everywhere; Cabrillo National Monument and the Navy installations are federal property where cannabis is prohibited outright, in any amount, for anyone. Know which regime you are standing in.
The peninsula packs three legal regimes into a few square miles: ordinary city land, a national monument, and working Navy bases. The differences are not subtle.
The federal parcels
Cabrillo National Monument — the lighthouse, the tidepools, the whale overlook — is National Park Service land. Cannabis is federally prohibited there in any amount regardless of California law; a legal purchase in the city becomes federal possession at the entrance gate. The same is true of Naval Base Point Loma and every installation fence line on the peninsula.
Service members and the peninsula
Point Loma housing and rentals sit minutes from active-duty commands. For service members, UCMJ Article 112a prohibits cannabis use and possession everywhere — on or off base, on or off duty — regardless of state law. A civilian roommate lawful stash is a genuine risk factor worth understanding; the article covers use and possession, and urinalysis does not ask about state lines.
The city-land parts
Sunset Cliffs, the Ocean Beach edges, and Liberty Station are ordinary city jurisdiction: carrying sealed cannabis is lawful for adults 21 and over, consuming in public is not, and Liberty Station parks fall under city park rules. Private residences remain the lawful venue.
