Cannabis in Pacific Beach: What Is Actually Allowed

Reviewed 2026-07-30 · Applies the citywide rules to Pacific Beach — sources on the about page

You can carry cannabis in Pacific Beach, but you cannot consume it on the beach, the boardwalk, Crystal Pier, or any street or park — public consumption is prohibited statewide and San Diego separately bans smoking at city beaches. A private residence with permission is the realistic option here.

Pacific Beach is where the gap between buying and consuming bites hardest. It is a beach-bar neighbourhood full of visitors holding legally purchased cannabis, surrounded almost entirely by places where using it is against the law.

The beach and the boardwalk

The sand, the Ocean Front Walk boardwalk, Crystal Pier, and Palisades Park are all public places, and they sit inside the city beach smoking rules as well. This is among the most visibly patrolled stretches of coastline in San Diego, and the fine for public consumption can reach 250 dollars.

Garnet Avenue is no different — sidewalks and bar patios are public or private-with-house-rules, and the house rule is almost always no.

Staying in PB

Most Pacific Beach lodging is vacation rental or small hotel stock, and most hosts prohibit smoking of any kind, balconies included. Check your listing in writing before assuming otherwise. If your accommodation says no, the one licensed consumption lounge in the county — Sessions by the Bay in National City — is a drive, not a stroll.

Getting back with it

Anything you carry must stay sealed or ride in the trunk, and consuming in a parked car on Grand or Garnet is still consuming in a vehicle — prohibited. Driving under the influence is a DUI with no permitted amount.

The rules behind this page

Every legal statement here re-applies the citywide rules: where you can consume, purchase limits, the border, and the military rules. Nothing is looser or stricter by neighbourhood — only the geography changes.

Pacific Beach questions

Can you smoke on the beach in Pacific Beach?
No. The beach and boardwalk are public places under state law, and San Diego separately prohibits smoking at city beaches and parks. The fine can reach 250 dollars, and PB is heavily patrolled.
Can you smoke at a bar or patio on Garnet Avenue?
No. Cannabis consumption is prohibited anywhere tobacco smoking is prohibited, and private venues set their own rules besides — effectively nowhere on the strip permits it.
Where is the nearest lawful place to consume for a PB visitor?
A private residence with the owner permission, or the one licensed consumption lounge in San Diego County — Sessions by the Bay in National City, roughly a 20-30 minute drive south.
