Ocean Beach has the same rules as the rest of San Diego regardless of its reputation: no consumption on the beach, the pier, Robb Field, or any street — public consumption is prohibited and city rules ban smoking at beaches and parks. Carrying legally purchased cannabis is fine; a private residence is where it can be used.

OB reads like the one neighbourhood where the rules might bend. They do not. The laid-back reputation changes enforcement culture on the margins, not the law — and the law is the same one that applies in La Jolla.

The beach, the pier, and Dog Beach

All of it is public place: the sand, the OB Pier, Dog Beach, Robb Field, and Veterans Plaza. State law prohibits public consumption and the city separately prohibits beach and park smoking. A citation here costs up to 250 dollars and is a genuinely common visitor mistake.

Newport Avenue and the shops

Newport is a public street with private storefronts — neither permits consumption. Note that shops selling smoking accessories are not consumption venues; California requires specific local authorisation for on-site consumption, and San Diego proper has granted none. The county has exactly one licensed lounge, Sessions by the Bay in National City.

The practical OB answer

A private residence with the owner permission — OB has more long-term rentals than hotel stock, so visitors staying with friends often do have a lawful option here. Everything else, including a parked car on the cliffs at sunset, is prohibited.
