In November of 1996 Propisition 215 (HS 11362.5), also known as 
the Compassionate Use Act of 1996, was passed by 56% of California voters.
Propisition 215 was put into place to ensure that California residents, 
whom have a recommendation to use cannabis by a Physician, may 
legally obtain & use medical marijuana under sovereign California State Law.

In February of 2003 SB 420 was introduced & passed in September of 
that same year.  Joint Senate Resolution SB 420 clears up certain 
implementations pertaining to Prop 215 (HS 11362.5) & suggests a voluntary 
card program be put in place to protect cannabis using patients from arrest.  
The bill also gives the authority to the Cities to decide how many plants the 
patients may legally grow in each district.
